Eugene Kaw is a Special Counsel for Tan Hassani and Counsels. He is a former government official, who served for 9 years in various senior management capacities in the legislative and executive branch of the Government of the Republic of the Philippines, the most recent of which was as Assistant Secretary and Chief of Staff to the Tourism Secretary in the Department of Tourism. Previous to being Tourism Assistant Secretary, he served as a Director in the Office of the President-Presidential Management Staff and Deputy Chief of Staff and Chief Legislative Officer for a highly regarded and respected former Philippine Senator.
As Special Counsel to the Firm, his specialization covers Public Policy and Legislation, Government Projects and Procurement, Government Affairs and Regulations, and Tourism Development and Infrastructure. His other practice areas include government and regulatory compliance, aviation law, commercial transactions and corporate special projects, and data privacy. In particular, his previous stint as Tourism Assistant Secretary, he served as the chief legal and policy advisor for the Secretary of the Department of Tourism, which served as board member of Philippine international airport authorities and the Civil Aeronautics Board, and was extensively involved as a member of the Philippine Air Panel in the negotiations and conclusion of air services agreement with other countries, including the crafting of civil aviation rules and regulations, such as the Philippine Open Skies Policy, as well as the international marketing and promotion of the Philippine airline and airport route development program.
