Philippines’ Tan Hassani and Counsels Joins L2b Aviation

Manila, Philippines: L2b Aviation is pleased to announce that Tan Hassani and Counsels has joined its worldwide network of premier aviation law firms under the leadership of Managing Partner Kerwin K. Tan and Special Counsel Eugene T. Kaw. With a team of aviation lawyers who possess a broad but in-depth understanding of aviation law and its practical implementation, the firm is equipped to handle transactions from small turboprops to larger business jets, as well as single-engine and heavier twin-engine helicopters. The firm was instrumental in establishing the Philippine MRO facility of one of the more well-known aircraft manufacturers, in addition to advising the winning bidder for the supply of helicopters to the Philippine Air Force and National Police.

Clients include foreign aircraft owners, lessors, and financing companies to whom Tan and his team have advised on cross-border financing structure to maximize the protection of aircraft owners and lessors, preparation of security documents, aircraft registration/de-registration, and export matters. Additionally, the firm works with licensed air and hangar operators. On the side of the buyers, Tan has experience advising high-net-worth individuals and regularly represents clients before the Civil Aviation Authority and Civil Aeronautics Board of the Philippines.

About Kerwin K. Tan:

Kerwin is the Managing Partner of Tan Hassani and Counsels. He has more than a decade of international business aviation experience, handling on average 2-3 aviation-related sales, leases, or finance transactions every year. He has primarily represented foreign aircraft owners and lessors in structuring operating leases, preparing transaction documents, and ensuring the interest of the owners is protected in the aircraft registration. Among the notable deals he has assisted on is Bell Textron Inc.’s winning bid to supply helicopters to the Philippine Government at a value of almost $250M U.S. dollars. He also acts as legal counsel to several licensed air operators in the country, appears before the civil aviation authority, and has assisted with the application to operate scheduled and non-scheduled air transport services.

About Eugene T. Kaw

Eugene is a Special Counsel for Tan Hassani and Counsels. As a former government official who served for nine years in various senior management positions in the legislative and executive branches of the government, Eugene specializes in public policy and legislation, government projects and procurement, government affairs and regulations, and tourism development and infrastructure. Additional areas of practice include government and regulatory compliance, aviation law, commercial transactions, corporate special projects, and data privacy. During his tenure as Tourism Assistant Secretary, he served as the chief legal and policy advisor for the Secretary of the Department of Tourism. In this capacity, he was also extensively involved as a member of the Philippine Air Panel in the international negotiations and conclusion of air services agreements, including civil aviation rules and regulations such as the Philippine Open Skies Policy.
