On 17 March 2022, a new Spanish alternative dispute resolution (ADR) proceeding for claims under EC Regulation 261/2004 was approved through Ministerial Order TMA/201/2022. The regulation was passed to comply with the mandate of Act 7/2017, which implemented EU Directive 2013/11/EU on ADR for consumer disputes.

Analizamos en esta tercera nota las sanciones de carácter financiero que las instituciones comunitarias han dictado contra la Federación Rusa como respuesta a la invasión militar de Ucrania. Se trata, sin duda, de las sanciones más severas acordadas contra un Estado en tiempos recientes, ya que las medidas europeas se suman a las de muchos otros países, con los Estados Unidos de América y el Reino Unido a la cabeza. Seguramente por primera vez en la historia se están utilizando armas de tipo económico para acabar cuanto antes con una guerra.

Continuamos con nuestra serie de notas que tienen por objetivo resumir las principales medidas sancionadoras adoptadas por las instituciones comunitarias contra la Federación Rusa como consecuencia de la invasión militar de Ucrania. En el presente capítulo nos centraremos en las medidas restrictivas de carácter comercial que se han añadido a las ya vigentes desde el año 2014 como consecuencia de la anexión de Crimea.

La decisión de la Federación Rusa de reconocer a las “oblasts” de Donetsk y Luhansk como repúblicas independientes de Ucrania, y la posterior invasión de este país por las fuerzas armadas rusas con el apoyo de Bielorrusia, ha generado un amplio rechazo en los países occidentales. Además de las medidas administrativas adoptadas y de las declaraciones de condena provenientes desde muy diversos sectores, entidades no gubernamentales como la UEFA, FIFA, IIHF, IHF, Euroleague Basketball y muchas otras han tomado acuerdos tendentes a excluir a entidades rusas y bielorrusas de sus respectivas actividades.

In this third note we analyse the financial sanctions that the EU institutions have imposed against the Russian Federation in response to the military invasion of Ukraine. These are undoubtedly the most severe sanctions agreed against a state in recent times, as the European measures join those of many other countries, with the United States and the United Kingdom leading the way. Surely for the first time in history, economic weapons are being used to end a war as soon as possible.

We continue our series of notes aimed at summarising the main sanctioning measures adopted by EU institutions against the Russian Federation as a consequence of the military invasion of Ukraine. In this chapter we will focus on the trade restrictive measures that have been added to those already in place since 2014 as a consequence of the annexation of Crimea.

The Russian Federation’s decision to recognise the Donetsk and Luhansk “oblasts” as independent republics of Ukraine, and the subsequent invasion of Ukraine by Russian armed forces with the support of Belarus, has generated widespread rejection in Western countries. In addition to administrative measures and statements of condemnation from many different quarters, non-governmental bodies such as UEFA, FIFA, IIHF, IHF, Euroleague Basketball and many others have made agreements to exclude Russian and Belarusian entities from their respective activities.
